Garden Rules - A problem shared could be a problem solved

As a member of a local garden committee, I am initiating this thread to see how others might be solving the problems of enforcing their garden rules.

New residents in our buildings, having paid a high price to rent or buy their flats, feel entitled to use the communal garden as they see fit. Many are continental and transient and some show a disregard for the rules and for their neighbours. However we try to accommodate the needs of young families, we also have to consider how to share our garden fairly between the generations. The division in our community is a cause for concern.

Does any other garden committee have ideas for a reasonable solution to this problem, which has increased significantly over the last few years.

Maybe, if we put our heads together, we could help one another?
